Founded to fill a critical void in Malaysia’s social landscape, OAPTAR leverages global standards to empower local systems. Below is an overview of our history, our leadership in prevention and recovery, and our ongoing mission to strengthen the workforce that supports a healthier nation.

HISTORY & BACKGROUND

OAPTAR was founded to address the urgent need for a science-driven, community-focused approach to drug demand reduction in Malaysia. Built upon decades of experience in counselling, prevention science, treatment, recovery support, and international collaboration, OAPTAR was established to fill a critical gap by providing structured, evidence-based programmes that strengthen systems and empower communities.

THE CHALLENGE

Across many settings, prevention efforts remain fragmented and are often implemented as short-term, activity-based programmes that are not embedded within systems. At the same time, mental health and prevention are frequently addressed separately, limiting the effectiveness of both approaches.

This results in:
  • programme-driven rather than impact-driven interventions 
  • limited development of life skills and resilience among young people 
  • weak system ownership and sustainability 

OUR APPROACH

OAPTAR adopts a systems-based approach, focusing on the development of integrated prevention ecosystems that embed mental health within prevention.


This approach brings together:

  • school-based prevention through structured social and emotional learning (SEL) 

  • mental health promotion integrated into prevention frameworks 

  • family engagement to strengthen communication and protective factors 

  • community and recovery support systems 

Programmes are delivered through existing structures, particularly schools and district education systems, ensuring relevance, co-ownership, and sustainability. Drawing from its earlier work in treatment and recovery, OAPTAR also contributes to capacity building for service providers, strengthening the broader system of care.

WHAT DISTINGUISHES OAPTAR  

OAPTAR’s work is grounded in real-world implementation and continuous engagement with stakeholders.


The organisation:

  • develops structured, evidence-informed programmes that are practical and scalable 

  • prioritises trust-building, stakeholder engagement, and co-ownership 

  • integrates prevention and mental health into a coherent and unified model 

  • leverages its experience in treatment to strengthen systems capacity

This approach shifts the focus from isolated interventions to the development of resilience as a protective system.

OUR IMPACT 

OAPTAR has implemented district-level initiatives in Sarawak, Malaysia, in close collaboration with education authorities, schools, and communities.


Key outcomes include:

  • increased student engagement and help-seeking behaviour 

  • strong participation in peer support initiatives 

  • enhanced collaboration between schools, counsellors, and communities 

  • reduced stigma associated with mental health

Ongoing work in Lawas District extends this model to include family-based programmes and recovery support, further strengthening the ecosystem approach
