Hands in Support

Who We Are

OAPTAR is a non-profit organisation dedicated to strengthening Malaysia’s ecosystem of prevention, treatment, and recovery.

We work across schools, families, communities, service systems, and policy platforms to promote public health, reduce harm, and build resilience.

Our approach is science-based, compassionate, and community-driven, ensuring that every programme and partnership contributes to safer and healthier communities.

Our Vision

Advancing resilient communities through evidence-based prevention, treatment, and recovery.

Our Mission

To strengthen evidence-based prevention, treatment, and recovery for substance use disorders through capacity building and community partnerships.

Our Core Values

  • Integrity - Upholding professionalism, ethics, and trust.

  • Evidence - Championing science-based approaches in all areas of our work.

  • Compassion - Serving with empathy, dignity, and respect.

  • Empowerment - Building capacities that enable lasting change.

  • Collaboration - Working across sectors to maximise shared impact.

  • Excellence - Pursuing quality, innovation, and continuous improvement.

What We Do

OAPTAR provides a multi-layered framework designed to address drug demand reduction through the lens of prevention science and systemic empowerment. Our services span the entire continuum of care - from proactive school-based interventions to high-level policy consultation. By bridging the gap between global evidence-based standards and local community needs, we equip individuals, families, and professionals with the tools necessary to build a resilient, recovery-ready nation.
